The issue is reproducible when I switch system time zone to the zone that has Daylight Saving Time. In this case, I use (UTC-05:00) Eastern time (US & Canada).
The problem has been forwarded to WebScheduler development team. It is filed under ASPNET-290.
I will keep you updated with any news I heard from the team regarding ASPNET-290.

Your reported problem is already queued in the dev-team work items. However, it hasn't been processed further due to the release of 2016 R1 priorities and urgency.
I will keep you informed when the nightly build is available and ready to be evaluated.

Build 24 is now available in WebUI Studio 2016 Update 2 which addressed this issue. Please give it a spin and let us know how it works in your end.
