Problem with global page layout inside the window

Hi!

Im having a problem with my window layout..

I created a window containing a navigation frame that leads us to 3 pages via 3 navigation link buttons.

the problem is when i try to resize my page the layout crashed and the buttons become collapsed.

i join you my code and a video of the crash.

what can i do please to solve this!!!
