Since March 18, 2016, Microsoft’s acquisition of Xamarin officially closed. Since then, Xamarin is included in Visual Studio at no extra cost. In the past, before Microsoft’s acquisition of Xamarin, we always recommend developers to choose Xamarin Business or higher plan due to restriction on the app size.
