I tried to reproduce the problem in my local end by viewing WebMenuBarOffice2007Style.aspx (WebDesktop’s sample file) in IE 11 browser but my efforts were not successful – everything worked smoothly and the popup menu was accessed without any issues.

For your information, I’m using WebDesktop 4 build 12 and WebUI.NET Framework 3 build 911. Please feel free to let me know if there is anything that I might miss during my attempt to replicate the problem.

There are two menubars in WebMenuBarOffice2007Style.aspx.  The menubar you have clicked on in your srcreenshot has this property set to "Normal".  Please switch the MenuWindowType from "Normal" to "Popup", under MenuStyleSettings, and check this issue again.

My mistake, I forgot to set the MenuWindowType property to Popup.

It is suggested to set MenuWindowType property to Normal when used in IE 11 browser. IE 11 is no longer support popup menu window type.
