Toolbox does not show sliverlight controls and toolbox utility fails - this is the error log

Could you check on your registry editor whether Intersoft Solutions folder exists on your HKEY_LOCAL_MACHINE >> SOFTWARE?
Or, if you use 64-bit, please check your registry editor on HKEY_LOCAL_MACHINE >> SOFTWARE >> Wow6432Node and see whether Intersoft Solutions folder exists?
If possible, please attach a screenshot of your registry editor.

Are you using 32-bit/64-bit in your Operating System? Could you provide more information on your windows environment?
Alternatively, you can manually add the ClientUI from [Installation folder]\Intersoft Solutions\ClientUI 5\Silverlight 4\Bin.
