Please try to do the following:

1. Uninstall all Intersoft’s software. It is also recommended to uninstall the older version of DevForce;
2. After uninstalling completed, clean (delete) Intersoft’s registry in the following location:
   For 32-bit operating system: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Intersoft Solutions
   For 64-bit operating system: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Intersoft Solutions
3. Delete Intersoft’s folder in the following location:
   For 32-bit operating system: %systemroot%\Program Files\Intersoft Solutions
   For 64-bit operating system: %systemroot%\Program Files (x86)\Intersoft Solutions
4. Remove Intersoft’s documentation from Visual Studio by using Add and Remove Help Content.

Re-install 2013 R1 and check whether the issue persists or not.

I followed the instructions and also (oddly) on my 64bit pc i had Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Intersoft Solutions too. so i deleted both reg keys. now it's working.
