In firefox and chrome whenever I create a webtreeview 1.0.1500.233 that a user needs to scroll the browser to see the sibling drag and drop functionality stops working.
A node will only drop as high as the orginial visibility of the webtreeview
I followed the step-by-step carefully in order to reproduce the problem in my local test but my efforts were not successful – everything worked smoothly and the node drag-drop was run without any issues.
Below is the step-by-step during my attempt in order to replicate the issue.

Below is my testing environment
I orginialy didn't test by resizing the browser but issue still exists.
I maximize the browser and put the tree view 1000px down the page. If I go the last node in the tree which I need to scroll to to see I am unable to move it. But if I select a node that is currently visible without having to scroll I am able to move it.
I have my sample of WebTreeview’s height property set to 1000px and repeat the test by go to the last node in the treeview and drag-dropping node after move the scroll. Everything works fine and the drag-drop was run without any issues.
I enclosed my simple sample of WebTreeView as attachment. please have my sample tested on your end and let us know if you have different result.
You sample does work. If you try my attached sample it doesn't (WebForm1.aspx).
It maybe beacuse I am not binding to a xml file and I'm manually adding WebTreeViewNodes
Please try to set the value of Height property of the WebTreeView control.
I was able to reproduce the issue using your sent sample on my local end. Simply set the Height property addressed the issue.
Setting the height on the webtreeview itself or the div containing the webtreeview unfortunately made no difference on my end.
Sorry for being forgotten to inform you that I was also modify the doctype of your sent sample from xhtml transitional to html during my test on my local end.
With this kind of doctype, I was able to do the drag-drop of the last node of WebTreeView in Mozilla Firefox 4.0 and Google Chrome 11.0.696.60.
