To make certain rows readonly, you can use ForceNoEdit. Below is the simple sample:

- in Server-side :

protected void WebGrid1_InitializeRow(object sender, ISNet.WebUI.WebGrid.RowEventArgs e)
{
  e.Row.Cells.GetNamedItem("Address").ForceNoEdit = true;
}

 - in Client-side

function Button1_onclick()
{
  var WebGrid1 = ISGetObject("WebGrid1");
  var selObj = WebGrid1.GetSelectedObject();
  var cel = selObj.ToRowObject().GetCells();
  cel[1].SetForceNoEdit(true);
  return true;
}
