I'm not referring to a specific support article.  I'm referring to the WebCombo in the upper right hand corner of

Likewise, I'm curious how the image was added next to eht WebCombo Row Text

If you are pointing to that WebCombo, I need to let you know that that WebCombo is an unbound WebCombo. That's why there is no delay when you click on it.
If you want to know how to add an image at each row, you need to customize it at InitializeRow server side event. Our FirstExperience sample should guide you how to do it.
