I get a message that I need at least Visual Studio 2012.
Yes, it is possible to install Mobile Studio on Visual Studio 2013 Pro. Based on the information available in Compare Visual Studio Offerings page, Visual Studio 2013 Pro has been equipped with Windows Simulator and Windows Phone Emulator.
