I recommend you to try to re-install Windows and let me hear the result. Based on your information, I believe that my test PC has identical configuration with yours:
I have tried different combinations and then clicking next in "Please select the product edition " dialog. Everything works as expected.
Please feel free to let us know if the problem still persist after re-install Windows.
We have re-installed the windows and successfully installed the Intersoft Framework and its working fine.
But we are unable to Deploy the Android application in AVD Emulators and it's working only with Device. Kindly let us know the procedure to deploy application in AVD Emulators.

I downloaded the setup file of Intersoft Premier Studio 2015 R1 on October 1, 2015 and able to install the WebUI Studio for ASP.NET on the specified development machine without any problems.
In order to determine what may cause the problem on your end, please allow me to guide you to create a log file.

In the above example, setup.exe denotes the main setup executable, and logfile.ext is the full path to the desired log file.
Be aware that logging significantly decreases the runtime speeds of an installation.
Example:

I have herewith attached the logfile generated during the installation.
Please let me know if this will help any investigation. Based on this I will proceed with the next steps like Windows reinstall.
Thank you for the sent log file. I will check the logfile and will get back to you as soon as possible.

I tested the installer problem in a fresh PC. It has Windows 8.1 Professional and VS 2015 installed. Please see the attached video which shows the install test.
Could you please right-click on the installer file then select "Properties" from the context menu? The screenshot below shows the "Properties" window of the installer that I use during testing. If you have older version of installer, please try to re-download and let us know if the problem still persist.
We have already downloaded the latest installer from intersoft and the issue is with latest installer.
Here with i have attached the installer file's properties for your reference.
Please provide following information so that I can help you further.
I tried to reproduce the reported by problem by running the setup file in various combinations but our efforts were not successful.
Thank you in advance for your patience and cooperation.
