&lt;p&gt;Yes, you probably select the incorrect .exe file in your project's debug folder.&lt;/p&gt;
&lt;p&gt;Let's say my project's name is ClientUIWPFApp. Then, when you run the application, it will create 2 .exe files in debug folder.&lt;/p&gt;
&lt;p&gt;In my case, I have &lt;strong&gt;ClientUIWPFApp1.exe&lt;/strong&gt; and &lt;strong&gt;ClientUIWPFApp1.vshost.exe&lt;/strong&gt;. If you select .vhost.exe file, you will get a notificatio to select a valid Silverlight or WPF assembly since it is not the correct .exe file needed in the licensing application.&lt;/p&gt;
&lt;p&gt;Therefore, you need to select [Project Name].exe file to be licensed.&lt;/p&gt;
