InitWebToolBar Description
Creates WebToolBar object with its default settings from server side, attach WebToolBar behaviors, and initialize it.

Parameters
id ( String )
WebToolBar client side control ID (same as server side ID)
phmId ( String )
PlaceHolderManager ID parameter. It is used internally for Merged WebToolBar.

object (WebToolBar)
