Sorry to tell you, but I am not able to run your sample since I do not have the database so I cannot repro your issue. However, I have tried all you setting that you used and implemented all into my sample and the result is still same, it works properly. I am suggesting that, try to create a simple WebGrid, using a Northwind database would be helpful, with TextEditor as an edit-type only. See if it gives us an expected result/layout or not. If it does not work, you might send those file as an attachment for me to investigate it furthermore.

We have a sample of Client Programmatic to add a new row, you can check it on our sample "WebGrid\Client_ProgrammaticEdit.aspx". However, in your case, sorry to tell but we do not support to display the newly fetched data and show it on the WebGrid without refreshing the WebGrid.

First of all, if I may know, did you do it programmatically or via designer to insert a new record on the WebGrid? How and what event do you use to check the value and the description of that specific column?
If you do it programmatically, I am afraid that you might have something incorrect on you code while you try to retrieve the description and the value of its. The reason is, I have tried your case via designer and it works pretty well. I used “OnAfterAdd” client side to check the value and the description after I inserted a new record in the WebGrid.
And if you do it programmatically, perhaps, you can attached your running sample which can replicate your issue for me to investigate it. Thank you.

Beside setting the ParentWebComboID, you also need to set the FilterDataMember for the specific WebCombo to make it as a link WebCombo. Here, I attached you a modifed sample that do the programmatic LinkWebcombo.

Yes, for some part in Developer Network is set to be Read-Only for some purpose. However, for the Feature Request, it should be still working. Perhaps, you had choose the wrong path. To be precisely, I attached you a screenshot to guide you on how to ask for feature request in Developer Network.

Usually when it is failed to map the path of Localization, it has something to do with creating a localization folder in virtual directory and granting "Allow-Acess" to Everyone. So, ensure you grant the localization folder "Allow-Acess" to Everyone, and also, make sure when you install our component, you run as an Admin.
Perhaps, you can do a simple check by typing your URL to the Localization folder and see if it is accessible or not; e.g ("http://localhost:2085/Qry/CommonLibrary/WebGrid/V4_0_6200/WebGrid_UI.js").
