We have a simple sample that showed exactly like your scenario. Please open WebCombo samples. You can see it at AddItem.aspx and check for "Add new WebCombo's Item to Cached DataSource". The user can add a new list into WebCombo without saving into physical database. Hope this information helps.

In the LayOutSettings I added the property "AllowAddItem='True'". Is it possible to add an unbound item to a bound webCombo?
